Public Safety and ServiceThe Departments of Public Safety and Service are the city’s largest departments with more than 150 employees and a budget of $28 million. The City of Marietta Public Safety and Service is the Mayor’s Administration for management oversight of the Police, Fire, Public Works, Water, Wastewater, Engineering, Development and Property Maintenance Departments and are responsible for administering and providing police and fire services to more than 14,000 citizens and 9 square miles as well as adjoining areas through mutual aid and automatic response agreements. The department is also charged with management, maintenance and construction of 80 miles of paved streets, city buildings and facilities, city water treatment plant, wastewater treatment plant, all water and wastewater infrastructure and services and the enforcement of code violations.

The director of public safety and service (safety-service director) is appointed by the mayor and serves as the chief administrative and operations officer of the city safety and service departments. Under the direction of the mayor, the director is responsible for preserving and improving the quality of city services and safety by effectively managing the administrative duties of city department operations. The director supervises, assesses and guides departmental operations, compiles overall needs assessments, oversees contracts and consultants and participates in city infrastructure planning and replacement. The director of public safety and service is also responsible for performing various community relations activities. The director represents the Marietta Departments of Public Safety and Service at Marietta City Council meetings, intergovernmental meetings and other various community and board meetings along with the mayor. This position is innovative in identifying, promoting and advancing public safety and service initiatives, activities and practices. This position works as part of an overall team with the mayor and his senior management staff to advance the objectives of the City of Marietta.

Responsibilities include:

  • Chief administrative and operations officer for the city's safety and service departments- Directs, coordinates and controls the functions of the various departments of city government. Develops and implements goals of the city departments with the mayor.
  • Chief advisor to the mayor.
  • City’s liaison between the administration, city council and city operations.
  • Maintain positive relations with officials and general public.
  • Performs related duties and activities as necessary or directed by the mayor.
  • Appoints, disciplines and removes employees of the city.
  • Handles citizen’s inquiries, requests, and complaints.
  • Ensures that all safety policies and procedures of the city are observed.
  • Coordinates staff activities for city projects.
  • Executes and delivers all contracts for and authorizes all purchases of the city.
  • Ensures laws, Ordinances and Resolutions of the city are enforced.
  • On call twenty-four (24) hours a day, seven (7) days per week.
  • Performs all other specific duties and functions required by law.

The human resources director is appointed by the mayor and provides for the development of strategic and operational aspects relating to human resource development. The human resources director is responsible for assisting the safety-service director with his duties and works under and is chief advisor to the safety-service director. In the absence of the safety-service director, the human resources director acts as chief administrative and operations officer for the city. The key focus of this department is on employee relations, recruitment, compensation, benefits and developing and implementing policies, programs and services.

Essential Functions of the Position:

  • Properly balancing the needs of the employees and the needs of the City of Marietta.
  • Ensuring a diverse workforce in a safe and discrimination/harassment free environment by: maintaining compliance with employment laws and government regulations; providing management and employee training; and developing policies and procedures.
  • Providing training and development in areas of: effective leadership and career development of employees; employment law and government regulation, and litigation avoidance.
  • Hiring the most qualified employees by pre-planning staffing needs, ensuring an effective internal interview process, identifying the best and most cost effective recruitment sources, and conducting thorough background and reference checks.
  • Retaining our valued employees by providing competitive wages and benefits; furnishing technical, interpersonal and career development training and coaching; conducting exit interviews and supplying relevant feedback to management; and enhancing two-way communication between employees and management.
  • To lead the organization in workforce planning and succession/talent management efforts.
  • This department is responsible for reducing costs and improving the efficiency of Marietta city's personnel and human resource services.
  • Coordinates employment related disputes, including all grievances and disciplinary actions as well as representing the city administration with issues associated with collective bargaining agreements and other union matters.
  • Maintain employee records, oversight of drug and alcohol testing, Family Medical Leave Act (FMLA), and serves as the liaison with the Civil Service Commission.
  • To administer the City’s pre-employment drug testing program, the City’s Department of Transportation (DOT) drug and alcohol testing program for employees who hold Commercial Driver’s Licenses (CDL’s), and the City’s reasonable suspicion and post-accident drug and alcohol testing program for non-Commercial Driver’s License holders.
  • Oversees the design, development, and implementation of a comprehensive occupational safety and health program.
  • To provide leadership and direction in the administration of the performance management system; ensure managers are trained in the administration of the system; and provide direction to managers in the development of meaningful performance objectives for their employees.
  • Engage with every organizational unit, learning every aspect of their structure, functions and operations, as well as the role in which each member of the unit serves. Human Resources adds value to the organization by collaborating with our employees in developing innovative solutions designed to accomplish their strategic and operational goals.
  • To analyze the effectiveness of the organization’s existing human resources policies and recommend modifications to such policies; analyze trends within the field of human resources management and recommend the design, development, and implementation of new human resources policies.
  • Conducts formal internal investigations on complex employee misconduct issues; consults with respective department head; interviews employees, witnesses, and other relevant parties; gathers and analyzes evidence, facts and circumstances; establishes findings and makes decisions regarding appropriate remedy or course of action to resolve issues to the safety-service director.

The budget and procurement director is appointed by the mayor and is the chief financial officer of the departments of public safety and service. The director acts as the financial analyst for the other city departments and prepares the annual budget adopted by Marietta City Council. The mission of the budget and procurement director is to support the city's highest priorities by identifying, projecting, allocating and managing the central resources available for operating and capital expenditures and work with constituents both internal and external to guide the annual budgetary process and embrace efforts of process simplification. The budget and procurement director will create an open budget environment and develop innovative solutions to conduct the purchasing function in a manner which results in the most efficient and effective use of city funds. The director is to ensure the effective management of fiscal integrity, fleet management, facility maintenance, real estate and sourcing opportunities through comprehensive ethical procurement practices..

Budget and procurement is comprised of the following sections:

  • To provide the overall management of the procurement of goods, services, insurance, and construction, controlled by the requisition, and purchase order processes in compliance with all state and federal guidelines. The budget and procurement issues solicitations tailored to meet each of the department’s needs.
  • To administer the City’s property and casualty insurance and risk management.
  • To administer the City’s workers’ compensation program.
  • Assists the mayor and safety-service director in analyzing the potential realignment of the City’s organizational structure, as well as the potential reorganization of departments/divisions or the reassignment/reallocation of functions within departments/divisions; makes recommendations regarding the feasibility and impact of such organizational changes.
  • Oversees and directs the City’s insurance, risk management; and the process of securing/renewing the City’s property and liability insurance coverage.
  • Prepares the annual municipal budget and financial forecasts for the city.
