Pretreatment Program

The objective of the Industrial Pretreatment Program is to restore and maintain the chemical, physical, and biological integrity of the receiving stream, and to prevent the pollution that could pass through or interfere with the wastewater treatment processes or which may contaminate sewage sludge.

Each industry and food service facility connected to the City's sanitary sewer system is issued a Wastewater Discharge Permit with reporting requirements and parameter limitations.Currently there are 115 facilities on the program which includes 11 industrial permits and 105 commercial permits. There are four industrial categories that include Major Significant Industrial User, Minor Significant Industrial User, Non-significant Industrial User, and Dry Discharger. The type of discharge from operation/production, various equipment, pretreatment units and the water usage of the facility determine the industrial user category. Commercial or food service facilities are divided into three classifications (I, II, or III) and must report grease interceptor cleanings and water usage based on the number of fixture unit counts, kitchen equipment type, type of business, seating capacity, turnover rate, number of meals served, and size of grease interceptor.

All industrial and commercial facilities who discharge into the City's wastewater collection and treatment systems need to be on the program to enable the City to protect public health in conformity with all applicable State and Federal laws. Industrial facilities need to complete and submit a Service Waste Questionnaire (short form) accompanied by a wastewater discharge permit application. Commercial or food service facilities need to complete and submit a Restaurant Service Waste Questionnaire.
