The Public Works Department is a multifunctional and responsive department with five divisions: Streets, Traffic, Public Facilities, Utilities and Equipment Maintenance and is the city’s largest service department with more than 25 full time employees and an annual budget of $6 million. The department is responsible for planning, management, maintenance and construction of 80 miles of paved streets, city buildings and facilities, public lands, parks, cemeteries, utility services such as city street, parks, parking lot and building lights, traffic signals, emergency generators and maintenance support for water treatment plant, wastewater treatment plant and aquatic center, city owned vehicle/equipment fleet maintenance and general city services.

Public Works is the combination of physical assets, management practices, policies, and skilled personnel necessary to provide and sustain our infrastructure, buildings, and services essential to the welfare and acceptable quality of life for our citizens.

The Public Works Director is appointed by the Mayor and is responsible for all planning, directing, and overseeing the day to day operations and maintenance programs of the City’s Transportation, Public Facilities, Street Maintenance, Repair and Construction Programs. The Public Works Director assists in the municipal water and wastewater improvements and construction projects.
Essential Functions:
- Assist in the development and implementation of goals, objectives, policies, procedures, work standards, and annual budget for the departments in the assigned areas of responsibility.
- Set priorities, develop preventative maintenance programs, ensure all assigned divisions are maintained at an optimum level within limitations.
- Assure all daily and weekly schedules are met in a timely and accurate manner.
- Plan and schedule the proper utilization of personnel and equipment to meet the day-to-day operations and emergency conditions and supervise the daily operations of the Public Works Department.
- Confer with and provide technical assistance to members of the City departments on various maintenance matters; coordinate activities of the division with those of other departments and agencies.
- Conduct or direct studies; develop and review reports of findings, alternatives and recommendations; direct the maintenance of and prepare a variety of periodic and special reports regarding assigned responsibilities.

The Public Works Superintendent is appointed by the Director of Public Safety and Service and performs complex supervisory, administrative and professional work in planning, organizing, directing and supervising the public works department, including environmental, street, traffic control, lights and other public works projects and programs.
Essential Functions:
- Oversees daily operation of the various public works divisions and ensures that required duties of the department are carried out.
- Provides planning of future projects. Prioritizes projects and adjusts schedule as conditions change.
- Works with and corresponds with regulatory agencies.
- Supervises and works manually with any employees under his supervision and control.
- Works with and provides input to city engineer for city expansion and upgrade of infrastructure.
- Oversee snow and leaf removal and scheduling.
- Manage the purchase, repair and use of department equipment.
- Manage the purchase of materials and supplies for department.

Public Works Foreman III/ Community Response Specialist

The Public Works Foreman III/Community Response Specialist is appointed by the Director of Public Safety and Service and supervises and performs routine to skilled manual and maintenance work within city right of ways, alleys, grounds and parks; and performs related duties as required.
Essential Functions:
- Oversees and prioritizes all citizen and department driven complaints dealing with trees, weeds, storm drains, street defects, deceased wildlife removal, watershed issues, and overgrown properties.
- Promptly responds to and mitigates all municipal hazards within the city right of ways.
- Works with citizens and serves as first contact and city representative to mitigate their complaints.
- Responsible for and overseeing the pruning of all city owned trees.
- Makes decisions and purchases equipment/supplies for department section, within reasonable limits.
- Attends all Tree Commission meetings as the city liaison.
- Inputs work order log data and follow up to calls for service.

The Public Works Foreman II is appointed by the Director of Public Safety and Service and is responsible for the maintenance and improvement of all City-owned lands, including parks, cemeteries, recreation facilities and buildings as instructed by the Director of Public Works and Superintendent.
Essential Functions:
- Provides liaison services to individuals and/or organizations utilizing certain City-owned facilities such as the Gold Star Park Community Center and the various recreation facilities and ball fields.
- Supervises preventive and corrective maintenance activities.
- Coordinates the sales of cemetery lots including providing required information for deeds and invoicing.
- Schedules burials with funeral directors.

The Public Works Working Foreman II is appointed by the Director of Public Safety and Service and is responsible for the maintenance and improvement of all City-owned lands, including parks, cemeteries, recreation facilities and buildings as instructed by the Director of Public Works.
Essential Functions:
- Duties will include making and repairing all street signs, painting cross walks, curbs and other pavement markings, and overseeing other public works projects and programs.
- Manage the purchase, repair and use of department equipment.
- Manage the purchase of materials and supplies for department.
